Is he able to work

I have found a project “Hiring Fulltime Outsourced Programmer/Project Manager” from USA buyer. This is part of project’s description:

We have economists on staff and know the value of USD exchange rate. If we wanted to pay anything near US rates, we could simply hire someone to come in the office to work. Especially in the current economy.

My reply to the Project Clarification Board:

Someone can come, but is he able to work (as good as I am) ?
